      Yes you can.
      As long as the calling card service provides “local access” dial-around numbers, or 1-800 toll-free access numbers, then you do not need to have long distance access enabled on your land-line phone.

      I myself do not have long distance service enabled on my PSTN land-line phone. I just use VoIP and CallCentric calling card access to make all my long distance phone calls.
